The Venango County Office of Opportunity (OEO)  is a public, non-profit community action agency operating under the auspices of  the Board of Venango County Commissioners, with policy and  service input provided by a 15-member advisory committee.  OEO is also responsible for the administration of the County’s Weatherization and Transportation Programs.  While the majority of services and programs are limited to Venango County only, some activities, particularly under the Community Services Block Grant and related services targeted to low-income residents, are provided in both Venango and Crawford County.  These bi-county activities are overseen by a joint governing board which includes representation from both Boards of Commissioners. 

OEO has several funding sources including the Department of Community and Economic Development, the Department of Public Welfare, the Department of Agriculture, PA DOT, and the local National Emergency Food and Shelter Board.


Services Based on Income Eligibility
Eligibility for services targeted to low-income individuals is generally based on the individual and/or household income level.  This level ranges from 125-250% of poverty level, depending on the specific service needed and the funding source.  Low-income services are provided by the OEO Offices directly and through subcontracting arrangements with the private sectors.  Some services are offered in both Venango and Crawford Counties and others are specific to one County only.  Low-income individuals should contact the OEO Office in their County of residence to determine service availability, eligibility requirements, and/or referrals to other local service providers.
