Venango County Human Services is a department of Venango County government and is under the authority of the Venango County Commissioners.  The Department is directed by a Human Services Administrator who in turn works with categorical and system directors and managers to ensure that a comprehensive continuum of high quality services are available to qualifying residents of Venango County.

The Human Services Department directly manages the categorical systems that include the Area Agency on Aging, Children and Youth Services, Mental Health and Developmental Services, the Substance Abuse Program, and a variety of programs collectively managed by the Community Supports Services unit funded through the Department of Community and Economic Development (DCED), Medical Assistance Transportation (MATP), Housing Assistance Program (HAP), Housing and Urban Development (HUD), and The Community Services Block Grant (CSBG).  It also manages the County Transportation system, funded through Penn Dot, and, via contract, manages the Venango County Housing Authority.  The County partners with Mercer County and Crawford County to directly manage the behavioral health HealthChoices Program, under the auspices of the North West Behavioral Health Partnership.

Venango County is among the 30 counties in the Commonwealth that are part of the Human Services Block Grant.  The Block Grant opportunity has served as the catalyst for the overall redesign of the Venango County human services system, resulting in full-scale integration of its services and system management operations.  While the County continues to work within the regulatory parameters of the traditional categorical systems that make up the County Human Services department, as noted above, it is actively moving away from disability oriented systems of care and towards systems based on Life Stages.  The life stages include, children and families, youth in transition, adults, and older adults

Venango County contracts with a large number of service organizations to provide prevention and treatment services to County residents.  Venango County is also a service provider in that it directly provides case management support for all life stages and disability categories as well as several child/family services which include the Effective, Safe, Parenting Program, the Student Assistance Program, the Truancy Outreach Program, the Triple P Parenting Program, and the Independent Living Program.

Of significance to the community, Venango County Human Services operates the Protective, Intake and Crisis Response Unit (PIC Unit).  This unit investigates all allegations of child and older adult abuse, intervenes in mental health crisis situations and carries out intake processes for all county funded services.
