Description

The senior management position is responsible for the administration of court functions for the 28th Judicial District. Responsibilities include short and long range planning, budget preparation and administration, court personnel management and program development. The position administers and manages the overall functions of the court of common pleas (CCP) and magisterial district judge (MDJ) offices in a manner that ensures the efficient operation of the system. 

Primary Duties

  • Supervises judicial department heads (Domestic Relations, Court Supervision Services) and their staffs indirectly. Directly supervises all court employees.
  • Responsible for recruiting, evaluating and disciplining court personnel and implementing and administering court policies.
  • Prepares and presents budget to county commissioners. Administers the budget throughout the year.
  • Oversees the management of daily court schedules and preparation of annual court calendar.
  • Acts as liaison from judicial branch to executive branch with MDJs, elected officials and social service agencies.
  • Monitors criminal and civil caseflow.
  • Manages space, equipment and facilities utilized by CCP and MDJs.
  • Develops and implements policies and procedures for courts.
  • Serves as court's representative to various boards, such as Criminal Justice Advisory Board. Serves as Rule 509 Records Manager and Website Administrator, ADA Coordinator,           Secretary of Local Court Security Committee.
  • Reviews and processes motions/pleadings.
  • Reviews all divorce pleadings and related documents to determine if divorce can be granted. If not, prepares a deficiency notice citing the deficiencies, which is signed by the judge and   sent to counsel/parties.
  • Negotiates annual contracts with court-appointed counsel for criminal, juvenile, mental health, PCCR counsel and prepare orders of appointment for each. 
  • Receives and processes all Requests for Transcript or Copy, including sending direct deposit requests and final invoices, receiving and depositing monies, tracking due dates of deposits and transcripts, drafting Orders to Transcribe or Denials of Requests, tracking all information and submitting quarterly reports to the AOPC
  • Appeal tracking

Minimum Qualifications

  • Bachelor’s degree in Judicial, Business, or Public Administration, or closely related field; AND
  • Two years of professional-level experience in court management or three years of varied office management work including professional-level experience in budgeting, procurement, and personnel management.
  • An equivalent combination of education, experience, and / or training may be considered.
